FORUM MEETING

Dear Architectural Professional

The South African Institute of Building Design invites you to participate in an interactive discussion forum to map the way forward on the regulatory policies and rules of SACAP that has adverse impact on the Built Environment profession.
• The members / delegates are requested to share their comments and suggestions to help SAIBD evaluate and draft a response letter.
• The members / delegates are requested to come prepared by familiarising themselves with the policies and rules that SACAP intends to review
• The members / delegates who are unable to participate in this forum are requested to table their concerns with SAIBD.
• The members / delegates who are tabling their responses are requested to limit their concerns or suggestions to five bullet points on each policy or rule.

SESSION ONE

THE PURPOSE OF THE FORUM MEETING

The proactive steps SAIBD needs to address on policies and rules of SACAP that affect the registered architectural professional.

The key regulatory concerns on SACAP policy and rules

1. IDENTIFICATION OF WORKS DEMARCATED FOR ARCHITECTURAL PROFESSIONALS
THE QUESTION
• Are you aware of the implications of these policies and rules if they remain unchallenged and implemented by SACAP ?
• Have you identified the gaps in these policies and rules that adversely affect the built environment?

2. SPECIAL CONSENT
SACAP requirement
• Proof of payment (R5 618.00)
• A brief motivation why the application is necessary, and a short description of the project(s) submitted as evidence under the headings of
• Context,
• Main design issues,
• The applicant’s response to the design issues
• A critical self-evaluation of the completed project.
This need not exceed two or three typed pages.
• Affidavits from the client, consultants and contractor confirming that the applicant performed his or her duties in a reasonably competent and satisfactory manner.
• All documents pertaining to the project, including initial reports and studies, drawings (conceptual, design development and technical, minutes of meetings and certification).
• For manageability all applications should be compiled in A3 portfolio format (in hard copy), complete with cover and table of contents. Larger drawing sheets must be reduced to A3 size and not folded. The applicant’s name must appear on the cover page.

INTRODUCTORY STATEMENT
On the 4th of June 2015 SACAP via its letter to the Voluntary Associations stated that council resolved to approve the following draft documents, Identification of Work, Special Consent, Continuous Professional Development, Recognition of Prior Learning.
SACAP has not followed due protocols as mandated in the Architectural Act of 2000 and other legislation which the constitution give effect to protect your rights.

The Institute of Building Design has identified five key areas of concern
1. TRANSPARENCY
2. PARTICIPATION
3. ACCOUNTABILITY
4. EVALUATION
5. COMPLAINT AND RESPONSE MECHANISMS

THE OUTCOME STATEMENT
• To tabulate the responses of the members
• To forward a memorandum of demands to SACAP and copy CBE, NDPW, Minister’s office of higher education and Cosatu

• Discuss problems with Local municipalities – application process & feedback required by members / delegates & possible outcomes / solutions. Please bring along or email valid council inefficiencies.
